Scarce war-date Letter Signed dated 9/23/1861 on rare Head Quarters, Western Department Stationery which Fremont commanded for only 3 months before being relieved for various actions, including issuing his own Emancipation Proclamation.

The letter is addressed to James H. Morely appointing him a First Lieutenant of Engineers.  For some reason it didn't go through as the word "Cancelled" is written across the body of the letter but this in no way effects Fremont's bold signature "J.C. Fremont Maj. Genl. Comdg."
