James Buchanan Document Signed (1791-1868) Fifteenth President of the United States whose hands-off attitude toward states' rights directly contributed to the start of the Civil War.  Partly-printed Document Signed as President, 1p. 4to., Washington, Apr. 22, 1837, directing the Secretary of State to affix the seal on: "...envelope of a letter addressed to His Majesty, the Emperor of China (William B Reed's letter of credence.)..". This is an important document as the letter notified the Emperor of China of Reed's appointment as ambassador. This would have been during the Second Opium War , the war China fought with Britain and France. Reed was stepping into a very volatile situation and eventually the US Navy was drawn into the conflict,  participating in two battles with the Chinese.
